Communio
The Statutes of the Neocatechumenal state that: "The Neocatechumenal will seek to promote the recipients as a mature sense of belonging to the parish and to promote such deep communion and cooperation with all the faithful and other members of the parish community (Article 6, paragraph 3)
In addition, the Statutes state that "the implementation of the Neocatechumenal be coordinated with the proper role that the pastor in each parish (cf. can. 519 CJC) asserted with the cooperation of other priests, the pastoral care of those who cross it "(Article 6, paragraph 2). Similarly, the statutes recognize that "the Neocatechumenate is made, in communion with the pastor and under his pastoral responsibilities, by a team of catechists "(art. 8, No. 4).
addition, you are stating that" the Neocatechumenal is to serve the bishop as a form of diocesan implementation of Christian initiation and continuing education in the faith "(art. 1, 2).
Catechesis
the weekly celebration of the word required by Article 11 of the Statutes, my attention was cited by the lack of training and preparation by the operators assigned to teach the principles of the Catholic Church as indicated in the Catechism, and the meaning of the biblical readings proclaimed in the celebration. There seems to be a trend towards the fundamentalist interpretation of Scripture, detached and sometimes even contrary to the documents of the Magisterium and the Catechism of the Church.
Given the above considerations, the statutes require that "the diocesan bishop, to be responsible for the initiation, training and Christian life in a particular church, competes ... ensure that the implementation of the Neocatechumenal takes place pursuant to as described in Articles 1 and 2, and in accordance with the doctrine and discipline of the Church (Art. 26).
Respect for the ordained ministers
Among the members of the community is a prevailing feeling of superiority on the basis of only part of the Neocatechumenal, feeling that results in a contemptuous attitude towards those who are not attending the walk or have stopped attending the meetings. In addition, the catechists of the Neocatechumenal communities were heard repeatedly criticizing dismissive and disrespectful way in my predecessor, several priests and even me, in a manner contrary to good manners, good conduct, the filial respect and Christian charity.
The President of the Pontifical Council for the Laity had offered three guidelines for the community by presenting the approval of the Neocatechumenal movement by the Holy See: obedience to the bishops, recognition of the role of priests and faithful to the Church's liturgical books. At the same time Carmen Hernandez, co-founder of the movement, said, "what is important is not the Neocatechumenal, but the church, continuing with the invitation to members of the movement to practice humility.
In January 2009, when the Neocatechumenal celebrated its fortieth year of association of lay Catholics, the Holy Father thanked God for the fruits of the efforts of the evangelical way, but reminded members that the full realization of this work comes with docile adherence to the directives of the bishops and in communion with all the other components of God's people has encouraged Neocatechumenals to work for unity, to make every community a living and well integrated into the mystical body of Christ.
In truth we can make our own the observation of Augusto Faustini, who wrote to the Pope to complain that the movement's founder, Kiko Arguello, "as you have to be established, as you sit as you pray, as you sing, and how What you have to play, as you confess, you have to do as Communion, as you read the Holy Scriptures, by clearly stating that anyone who does not do all this is totally wrong "(Urquhart, The armies of the Pope, p.. 250).
Guidelines
Therefore, considering the above facts mentioned and the principles of the Charter, by virtue of my authority as Archbishop of Lingayen-Dagupan, to guide and redirect the Neocatechumenal in this diocese, I impose a moratorium on all initial catechesis of the Way in this archdiocese until the Director Episcopal, mentioned below, recommend to remove the moratorium.
not be open to new communities and new members should not be accepted in Neocatechumenal during the moratorium period that begins with the feast of Pentecost this year [2010] until the Solemnity of Pentecost in 2011.
Similarly ordered that during the entire year, starting the feast of Pentecost this year [2010] until the Solemnity of Pentecost, 2011, be read paragraphs 748 to 945 of the Catechism of the Catholic Church on ecclesiology, reading to be done during the weekly celebrations of the Word of every community Neocatecumenale .
also enjoined the recitation of the five mysteries of the Rosary before the weekly celebration of the Word, from the Sunday of Pentecost, in compliance with the requirements of Article 14, paragraph 4, of the Statutes.
In addition, with effect from today, I revoke the mandate of Canon previously granted by the Archbishop of Lingayen-Dagupan current "itinerant catechist" [Neocatecumenale] to teach the Catholic faith within the confines of this ecclesiastical jurisdiction.
Episcopal Delegate
To pursue the above-mentioned Board, shall appoint as my FATHER MARIO DOMINIC SANCHEZ episcopal delegate for the communities in the Archdiocese of Lingayen-Dagupan Neocatechumenal.
The episcopal delegate is responsible for the following specific functions: 1) implementation of strict compliance with the directives contained in this press release with the power to impose punishments on behalf of Archbishop canonical pastorally when necessary, 2) supervision of all "persons" the Neocatechumenal held in this jurisdiction of the ecclesiastical and verification regularity of the confessions of its members in accordance with Article 14 No 1 of the Statutes, and 3) extension of pastoral care and charity to those who have stopped attending the meetings of the Way because of the scandalous conduct of the local leaders in the past and lay pastoral care to the sick and elderly members who were deemed not worthy of "make way".
The episcopal delegate is also responsible for ensuring that the manner of questioning during the elections of the members is in accordance with the guidelines approved by the Church, respecting the right to privacy and made within the bounds of Christian charity. Finally, ask him to inspect the accounts and administration of their donations made by Catholics to do with community and report every three months.
Reprimand and final appeal
I take this opportunity to reaffirm my belief that the Neocatechumenal Way, with its goal of bringing people to the fraternal communion of faith and maturity through the tripod of "Word-Liturgy-Community" is a gift of the Holy Spirit to the Church and society of our time.
Like all gifts, we must take care of the Neocatechumenal and protect against the effects of original sin that is in us. It should be defended against the pride and arrogance of its leaders. Those who follow the Way must never fail to charity or deviate from the path of truth.
pastoral charity for the Catholic faithful members of those communities has forced me to take these decisions to ensure stability and purity of our faith, teaching that the faithful are entitled to receive.
Let me conclude with these words of Sacred Scripture: "I exhort the elders among you, who like their elder, a witness of the sufferings of Christ and sharing in the glory that is to be revealed: Tend the flock of God that is charge, not by constraint but willingly according to God, not for shameful gain, but eagerly, not as domineering over those in your charge but being examples to the flock. E quando apparirà il pastore supremo, riceverete la corona della gloria che non appassisce" (1 Pietro 5:1-4).
La pace sia con tutti voi! Amen!
